Lawmaker calls for fair NCAP implementation as Metro Manila rollout begins

A party-list representative has urged authorities to ensure the resumption of the No Contact Apprehension Policy does not unfairly penalize drivers for circumstances beyond their control as the enforcement resumes in five Metro Manila cities.

MANILA — Concerns over fair implementation of the No Contact Apprehension Policy have been raised ahead of its resumption on Monday in five cities across Metro Manila.

Rodge Gutierrez, a representative from the 1-Rider party-list group, called on authorities to exercise caution during the enforcement period. He warned that the policy should not penalize motorists for traffic violations resulting from situations outside their direct control, such as vehicle defects or unavoidable road conditions.

The Philippine National Police announced its readiness to support the policy's implementation, signaling coordination between law enforcement agencies and the transportation sector.

The No Contact Apprehension Policy uses automated systems to capture traffic violations without police stopping vehicles on the road. The five-city rollout marks a significant resumption of the enforcement mechanism in the capital region.

Authorities are expected to balance traffic regulation objectives with motorist protection through the measured implementation of the policy across the selected Metro Manila cities.
