Lawmaker pushes bill to turn household waste into cash incentive
A Quezon City congressman has introduced legislation designed to reward residents for recycling non-hazardous materials. The proposed measure would allow individuals and community groups to exchange sorted waste for monetary compensation.

MANILA — Quezon City Representative Patrick Michael Vargas filed House Bill No. 11146, titled the Basura to Ayuda Act, on Tuesday, proposing a system that converts recyclable household refuse into financial incentives for citizens.
The measure targets individuals, families, homeowners associations, and civic organizations, enabling them to exchange collected non-hazardous recyclable materials for cash rewards. Vargas framed the initiative as a dual-benefit approach addressing waste management challenges while providing economic assistance to participating households.
The bill represents an effort to encourage systematic waste separation at the household level and formalize the value chain for recyclable materials. By creating a direct financial incentive, the legislation aims to boost participation rates in recycling programs across Metro Manila and potentially the broader Philippines.
The measure now enters the legislative process for committee deliberation and further refinement before potential floor debate and voting in the House of Representatives.
