Lawmaker pushes for senior citizen discounts on promotional items
A Philippine congressman is seeking to expand senior citizen benefits to include promotional and VAT-exempt items, despite a recent Supreme Court ruling limiting discount incentives to one type per transaction.

MANILA — A member of Congress is continuing to advocate for extending the 20 percent senior citizen discount to goods and services offered under promotional schemes or value-added tax exemptions.
The legislator's position comes after the Supreme Court determined that only a single form of incentive should apply to any given purchase. The high court's ruling effectively limited the simultaneous application of multiple discounts that elderly shoppers previously enjoyed.
Senior citizens in the Philippines are entitled to a 20 percent discount on purchases under the Expanded Senior Citizens Act of 2010. However, the interpretation of how this discount interacts with other promotional offers and tax exemptions has remained contentious.
The lawmaker argues that restricting seniors to one discount type places an undue burden on one of the nation's most vulnerable populations. The proposal seeks to clarify legislation to ensure that promotional offerings and VAT exemptions do not preclude senior citizens from receiving their mandated discount.
The matter highlights the ongoing debate between retailers seeking operational clarity and advocates pushing for enhanced protections for elderly Filipinos in commercial transactions.
