Lawmaker urges police to adopt gender-sensitive rape prevention messaging

MANILA — Gabriela Women's Party Representative Sarah Elago on Thursday petitioned the Department of Interior and Local Government (DILG) and the Philippine National Police (PNP) to overhaul their public communication strategies regarding sexual violence prevention.
Elago's appeal centered on the need for advisories that demonstrate greater sensitivity to gender dynamics and the experiences of rape victims. She specifically urged the agencies to cease disseminating what she described as "insensitive" messaging in their current campaign materials.
The congresswoman's intervention reflects ongoing concerns about how government institutions communicate on matters of sexual violence. Advocates have long argued that poorly-worded public health messaging can inadvertently reinforce harmful stereotypes or place undue responsibility on potential victims rather than perpetrators.
The DILG and PNP have not yet publicly responded to Elago's request. The issue comes as discussions continue nationwide regarding male rape victims and the barriers they face in coming forward, highlighting the complexity of anti-sexual violence messaging that must address diverse victim experiences.
