Legarda pushes permanent fuel-security framework for Philippines

MANILA — Senator Loren Legarda has introduced Senate Bill No. 2435, formally titled the Philippine Fuel Security and Strategic Petroleum Reserve Act, aimed at creating a permanent institutional framework for managing the country's fuel security.

The proposed legislation would grant the government enhanced authority to closely monitor domestic fuel markets and take rapid action during crises that threaten fuel supplies or trigger price volatility. Legarda's initiative addresses longstanding concerns about the Philippines' vulnerability to global energy market shocks and supply chain disruptions.

Under the framework, authorities would gain tools to anticipate and respond to fuel-related emergencies more effectively, potentially stabilizing prices for consumers and businesses dependent on petroleum products. The strategic petroleum reserve component would establish mechanisms for stockpiling fuel reserves to buffer against international market fluctuations.
