Low salaries blamed for psychiatrist, psychologist shortage in Philippines

The Department of Health attributed the Philippines' critical shortage of psychiatrists and psychologists to insufficient salaries, acknowledging that current compensation levels fail to attract mental health professionals to the profession. Health Secretary Edwin Mercado presented the assessment to lawmakers at the House of Representatives appropriations committee on Wednesday, underscoring the persistent challenge facing the nation's mental health workforce.

Mercado noted that while the DOH has made efforts to improve compensation by raising professional salaries from Salary Grade 18 to Salary Grade 20, the adjustment remains inadequate to address staffing gaps. "Although we've adjusted from Salary Grade 18 to Salary Grade 20, it's still not substantial," Mercado told the committee, highlighting the modest nature of the pay increase relative to what the profession demands.

The shortage of mental health professionals has emerged as a significant concern for the Philippines' healthcare system, as demand for psychiatric and psychological services continues to grow. The lack of adequate compensation creates a competitive disadvantage against private practice opportunities and employment abroad, where Filipino mental health professionals can command higher salaries.

The DOH's acknowledgment of the salary issue comes amid broader discussions about healthcare workforce development in the Philippines. Lawmakers and health officials continue to grapple with strategies to improve compensation packages and working conditions to retain qualified professionals and strengthen the nation's mental health infrastructure.
