Under the new guidelines, industrial establishments operating within Maharashtra's boundaries must implement water recycling and reuse protocols meeting a minimum threshold of 30% of their total consumption. The directive aims to reduce the industrial sector's direct draw on freshwater sources while encouraging adoption of sustainable water management practices.

The state has established a clear hierarchy for water allocation prioritizing essential needs. Drinking water and livestock requirements will receive first consideration, followed by fodder production needs. Irrigation activities will only proceed after these critical demands are met, ensuring agricultural operations do not compromise public health and animal welfare.
