Malaysia clarifies refugee registration scheme offers no permanent residency
The Home Ministry has reiterated that its refugee registration programme is designed for monitoring purposes only, not as a pathway to permanent settlement in the country.

Malaysia's Home Ministry has moved to clarify the scope of its refugee registration scheme, emphasising that participation does not confer permanent residency status or settlement rights. The ministry stated that the programme serves primarily as a tracking mechanism for the refugee population within Malaysian borders.
Official statements indicate that the registration initiative operates in parallel with ongoing efforts to facilitate the repatriation and third-country resettlement of refugees. The ministry framed the scheme as a temporary administrative measure rather than a permanent immigration solution.
The clarification comes as Malaysia continues to manage a significant refugee population, particularly from Myanmar, Pakistan, and Afghanistan. The Home Ministry's position underscores the government's stance that refugee management remains a shared international responsibility, with resettlement in third countries and voluntary repatriation being the preferred long-term outcomes.
The registration scheme allows authorities to maintain updated records of refugee communities, enabling better service delivery and security monitoring. However, officials have stressed that participation in the programme carries no guarantee of long-term residency status or pathway to citizenship in Malaysia.
