Malaysia, Nepal forge labour recruitment agreement to combat exploitation

Malaysia's Human Resources Minister R Ramanan has confirmed that both countries recognise the urgent need for systemic reforms in labour recruitment between the two nations. The commitment reflects growing concerns over exploitative practices that have affected thousands of Nepali workers seeking employment in Malaysia.

The bilateral agreement aims to introduce standardised procedures and enhanced transparency throughout the recruitment process. By establishing clearer frameworks and accountability measures, both governments hope to reduce instances of wage theft, contract violations, and other labour abuses that have been documented among migrant worker populations.

Nepal has long been a significant source of migrant labour for Malaysia, with workers contributing substantially to sectors including construction, manufacturing, and domestic services. However, the recruitment pipeline has frequently been marred by unscrupulous intermediaries and inadequate regulatory oversight.

The streamlined mechanism is expected to include improved vetting of recruitment agencies, clearer employment terms, and stronger monitoring mechanisms to ensure worker protections. Officials from both nations indicated that enhanced coordination and regular consultation will be central to the arrangement's implementation and effectiveness in safeguarding vulnerable workers.
