Manila, 13 Luzon provinces shift to alternative work, learning setup
Malacañang has directed government offices and schools across Metro Manila and 13 Luzon provinces to adopt flexible work and learning arrangements due to ongoing impacts from the southwest monsoon.

The Office of the President issued Memorandum Circular No. 135 on Wednesday evening, effective Thursday, September 10, directing the suspension of regular on-site operations across the affected regions. The directive comes as the habagat, or southwest monsoon, continues to bring heavy rainfall and adverse weather conditions to the area.
Government agencies covered by the circular are instructed to implement work-from-home arrangements where feasible, while educational institutions are directed to shift to alternative learning modalities. The measure aims to ensure the safety of employees and students while maintaining essential government services and educational continuity.
The 13 provinces included in the directive, along with Metro Manila, represent a significant portion of the nation's population and economic activity. The alternative arrangements are expected to remain in effect pending improvement in weather conditions and assessment of road and weather safety by relevant authorities.
Metropolitan Manila Development Authority and local government units have been coordinating with national agencies to monitor conditions and determine when regular operations can safely resume across the affected areas.
