The Metropolitan Manila Development Authority (MMDA) and Manila city government have signed a memorandum of agreement to construct three rainwater impounding facilities (RIFs) across the city. MMDA Chair Atty. Don Artes and Manila Mayor Francisco "Isko Moreno" Domagoso formalized the partnership, which aims to implement nature-based solutions to mitigate the persistent flooding challenges facing the capital.
Rainwater impounding facilities are infrastructure designed to capture and temporarily store excess rainfall, allowing water to gradually infiltrate the ground or be released in controlled amounts. The strategy represents a shift toward environmental approaches in flood management, complementing existing drainage systems in densely populated urban areas.
The agreement marks a collaborative effort between the regional authority and local government to address flooding, a recurring problem during the Philippine monsoon season. The implementation of such facilities is expected to reduce flooding incidents and ease pressure on the capital's overtaxed drainage infrastructure.
Details regarding the specific locations of the three facilities, timeline for construction, and projected costs were not disclosed in the announcement. The MMDA and Manila city government are expected to provide further information regarding the project's scope and implementation schedule.
