President Marcos has moved to expedite congressional passage of a bill establishing a comprehensive reintegration program for overseas Filipino workers, according to a letter sent to Senate President Sherwin Gatchalian. The presidential certification of urgency is intended to streamline the legislative process and accelerate implementation of support mechanisms for returning OFWs.

Albay Representative Adrian Salceda disclosed the president's letter to journalists, noting that the certification demonstrates government commitment to proactive workforce planning. According to Salceda, the measure would position the Philippines to respond effectively to any circumstances affecting overseas employment or requiring large-scale worker repatriation.

The proposed legislation addresses concerns about integrating returning OFWs into the domestic economy and labor market. Reintegration programs typically encompass job placement assistance, skills recognition, entrepreneurship support, and financial services designed to ease the transition from overseas to local employment.
