The UNODC report characterizes the smuggling, financing, and distribution of contraband cigarettes as part of an interconnected criminal ecosystem operating across the region. Mindanao's geographic position, porous borders, and existing criminal networks have made it particularly vulnerable to becoming a nexus for such illicit trade.

The findings come as the Philippine National Police reported seizures valued at approximately 9 billion pesos in 2026, demonstrating stepped-up enforcement operations against contraband goods and narcotics.
