KUALA LUMPUR — The Ministry of Women, Family and Community Development has announced a strategic framework comprising four key initiatives to address domestic violence, a persistent social challenge affecting Malaysian households.
The approach centres on prevention through public awareness and education campaigns, designed to foster a cultural shift in attitudes towards domestic abuse. The ministry aims to engage communities, workplaces, and educational institutions in identifying and preventing violence before it occurs.
The second pillar focuses on strengthening protection mechanisms for victims, including enhanced enforcement of existing laws and improved coordination among law enforcement agencies, social services, and support organisations. This encompasses better access to shelters, legal assistance, and emergency response services.
Third, the ministry emphasises support and rehabilitation services for survivors, including psychological counselling and economic assistance to help victims rebuild their lives independently. The fourth component addresses perpetrator intervention programmes, which aim to prevent repeat offences through counselling and behavioural change initiatives.
The multi-faceted strategy reflects recognition that tackling domestic violence requires coordinated action across prevention, legal protection, victim support, and offender rehabilitation. Ministry officials stated the framework would be implemented in collaboration with relevant government agencies, NGOs, and community organisations to ensure comprehensive coverage across Malaysia.
