MMDA vows no double penalties as no-contact apprehension policy restarts

The Metropolitan Manila Development Authority (MMDA) has assured the motoring public that there will be no double penalties as the agency reimplements its no-contact apprehension policy (NCAP) in selected cities across Metro Manila. MMDA Chair Atty. Don Artes made the assurance on Tuesday, stressing that motorists need not worry about receiving duplicate fines for traffic violations. Artes explained that the potential for duplication has been addressed through coordination mechanisms between the MMDA and local government units (LGUs) operating in the affected areas. The no-contact apprehension policy allows traffic enforcers to issue citations for violations captured through closed-circuit television cameras and other monitoring systems, without requiring the physical apprehension of drivers. The MMDA's move to restart the program in select Metro Manila cities is intended to improve traffic compliance and reduce congestion in high-traffic corridors. Officials have established clear protocols to ensure that both MMDA and LGU enforcers share information on violations and penalties already issued, preventing motorists from being cited twice for the same infraction. The reimplementation is expected to roll out gradually across designated routes and intersections in the coming weeks.
