Moral education essential to combat flooding, lawmaker argues

MANILA — Legislation and stricter enforcement alone cannot solve the Philippines' recurring flood crises without a parallel push for moral education among citizens, according to Las Piñas Representative Mark Anthony Santos.
In a statement issued Wednesday, Santos emphasized that policy changes targeting improper waste disposal, while necessary, must be coupled with broader efforts to cultivate public awareness of how individual actions contribute to environmental degradation and flooding incidents.
"People need to understand the direct consequences of their behavior on their communities and environment," Santos said, noting that sustainable solutions require a shift in public consciousness beyond compliance with regulations.
The lawmaker's remarks come as the Marcos administration continues to grapple with implementing comprehensive flood mitigation strategies across Metro Manila and other vulnerable regions. Santos suggested that educational campaigns targeting schools, barangays, and community organizations could help instill environmental responsibility among Filipinos.
Experts have long identified improper waste management as a significant contributor to urban flooding, particularly in densely populated areas where drainage systems become clogged with discarded materials. Santos called for a coordinated approach combining legislative action, infrastructure improvements, and civic education to address the multifaceted problem.
