BAGUIO CITY — The family of deceased naval officer candidate Aldwayne Dulnuan has expressed frustration over delays in an independent investigation into his death, citing requirements for Philippine Navy approval before authorities can proceed.
The Criminal Investigation and Detection Group (CIDG) has been instructed to obtain clearance from Philippine Navy headquarters before conducting an onsite inspection in Zambales, according to the family. Dulnuan, a native of Kiangan, Ifugao, was a cadet at the Naval Academy.
The requirement for Navy authorization has created a procedural bottleneck that has slowed the investigative process. The family has raised concerns that the approval requirement may impede a thorough and timely examination of circumstances surrounding the cadet's death.
