NBI Files Graft Charges Against CHR Chair, Three Officials

The National Bureau of Investigation has lodged a complaint with the Office of the Ombudsman against Commission on Human Rights Chair Richard Palpal-latoc and three others over allegations of claiming travel allowances for an overseas seminar already funded by a donor organization.

MANILA — The National Bureau of Investigation filed the complaint on Friday, accusing the CHR leadership of misappropriating government funds through fraudulent travel expense claims. According to investigators, the officials allegedly submitted reimbursement requests for allowances related to a month-long international seminar despite the program's costs having been covered by an external funding source.

The complaint targets CHR Chair Palpal-latoc alongside three other officials whose identities form part of the investigation records. The case centers on whether the officials violated anti-graft laws by attempting to claim duplicate payments for travel-related expenses already shouldered by the seminar's donor.

The Office of the Ombudsman will now determine whether sufficient evidence exists to proceed with formal graft charges against the respondents. The development marks an escalation in scrutiny of financial management practices within the human rights body.

The case underscores ongoing concerns about fiscal accountability in government agencies, particularly regarding the handling of overseas official business and reimbursement procedures for travel expenses.
