NBI seeks disbarment of ex-congressman, four lawyers in Recto plot

MANILA — The National Bureau of Investigation on Friday initiated disbarment proceedings against former Negros Oriental Representative Jacinto "Jing" Paras and four members of the Rondain and Mendiola Law Firm over their alleged involvement in a plot against Executive Secretary Ralph Recto.

The case, filed before the Supreme Court, centers on accusations that the respondents orchestrated an entrapment scheme targeting the Cabinet official. The investigation identified the four lawyers from the law firm as key participants in the alleged operation.

Disbarment cases against members of the Philippine bar are rare and carry serious professional consequences, including removal from the roll of attorneys. The Supreme Court's Integrated Bar of the Philippines typically handles such proceedings through its disciplinary mechanisms.

The allegations emerged from an investigation into what authorities described as a coordinated effort to compromise Recto. The NBI's action represents one of the agency's highest-profile cases involving legal professionals in recent months.

The respondents have not yet issued public statements regarding the charges. The Supreme Court is expected to assign the case to a reviewing body, which will examine evidence and hear arguments before making a recommendation to the full court.
