MANILA — New Bilibid Prison (NBP) Superintendent Gary Garcia on Monday refuted allegations that persons deprived of liberty (PDLs) at the national penitentiary have been denied water access or forced to pay for the essential service.
Garcia's statement comes amid reports claiming that water supply had been unavailable at the facility for approximately two weeks and that inmates were being charged for water distributed by prison authorities.
The superintendent maintained that the facility continues to provide free water to all PDLs in accordance with prison regulations and humanitarian standards. Garcia emphasized his commitment to ensuring adequate provision of basic necessities to the inmate population.
The clarification addresses concerns raised regarding conditions at the overcrowded national penitentiary, where management regularly faces scrutiny over facility operations and inmate welfare provisions.
