The National Democratic Alliance coalition partners in Andhra Pradesh have committed to providing 34% representation for backward classes (BCs) in local body elections, state ministers said Tuesday. The initiative aims to bridge the gap between constitutional reservation norms and enhanced inclusive representation.

According to the Rajiv Ranjan Mishra Commission report, the average reservation for BCs works out to 28.18%. To address this shortfall, NDA partners will use party nomination mechanisms to ensure BC candidates secure additional opportunities wherever local body reservation falls below the 34% threshold.

"Wherever the constitutional reservation does not guarantee 34% representation for backward classes, party nominations will be utilized to fill the gap," said coalition officials, underscoring the alliance's commitment to enhanced social inclusion in local governance structures.

The arrangement reflects broader efforts to ensure equitable political participation for historically marginalized communities in local administration. By combining statutory reservations with strategic party nominations, the NDA aims to create avenues for increased BC participation in village councils, municipalities, and urban local bodies across Andhra Pradesh.

The move comes as several Indian states experiment with mechanisms to strengthen representation of backward classes in elected institutions, balancing constitutional frameworks with ground-level social realities.
