NDMC to publish exemption list for building approvals, clarify compliance rules

The New Delhi Municipal Council (NDMC) plans to publish a detailed inventory of construction and renovation works that do not require building plan approval, alongside a schedule outlining projects requiring prior sanction. NDMC Chairman Manoj Kumar Dwivedi announced the initiative on Thursday, citing widespread confusion among property owners about compliance obligations.

Dwivedi noted that lack of awareness frequently prompts building users to seek unnecessary permissions, sometimes exposing them to enforcement harassment. The civic body will differentiate between structural additions and alterations—which typically require approval—and routine maintenance or non-structural renovation work that does not.

The NDMC will specifically clarify which works fall outside the purview of sections 236 to 239 of the NDMC Act, which govern mandatory assessments. By establishing clear guidelines, the authority aims to streamline the approval process and prevent unwarranted delays or administrative burdens on property owners.

In tandem with the publication of exemption criteria, the NDMC intends to launch an awareness campaign to educate building users about their rights and obligations under municipal regulations. The move seeks to reduce friction between residents and enforcement officials while promoting voluntary compliance with genuine structural and safety requirements.
