The Election Commission of India's preliminary review has identified 13.39 crore voter entries requiring scrutiny, with nearly half of these cases involving citizens who have permanently relocated, official sources indicated. The flagged entries represent a significant portion of India's electoral rolls and have prompted concerns about voter registration accuracy across states and union territories.

The ECI clarified that figures presented at the draft stage are not conclusive and form part of routine electoral administration processes. The commission emphasized that the current flags do not constitute final determinations of voter eligibility or status.

A structured claims-and-objections procedure has been established to allow registered voters and other stakeholders to challenge entries or seek corrections.
