Nearly quarter of MMDA pumps non-functional, audit warns

The Metropolitan Manila Development Authority's flood control system is operating below full capacity, according to findings in the Commission on Audit's 2025 audit report. The investigation identified 28 non-functional pumps out of 119 units spread across 29 pumping stations under MMDA management, with most units rendered unserviceable due to delayed repairs and rehabilitation work.

The audit report cautioned that the reduced or absent pumping capacity in specific locations could compromise the authority's ability to manage flooding in affected areas during heavy rainfall and storm surge events. The COA did not specify which pumping stations were most affected or provide timelines for repairs.

The Metropolitan Manila region remains vulnerable to seasonal flooding, with pump stations serving as critical infrastructure for drainage and water management across the sprawling urban area. Regular maintenance and rehabilitation of such equipment is essential to ensure operational readiness during the monsoon season and tropical cyclone periods.

The COA's findings add pressure on the MMDA to accelerate its maintenance backlog and restore full operational capacity across its pumping network. Officials have not yet responded publicly to the audit findings or outlined a timeline for repairs.
