NFA rice procurement plan exposes policy gaps in Philippines

Under the program, wet palay purchased directly from threshers would be bought at P23 per kilogram, while clean and dry palay would command P27 per kilogram.

However, the pricing structure highlights underlying tensions between official government procurement targets and conditions facing rice farmers and traders in the domestic market. The gap between prices offered for different palay conditions suggests potential challenges in implementation, as farmers and intermediaries navigate the actual costs of production and processing.

Agricultural analysts note that such procurement initiatives are critical for supporting local rice producers, yet the current framework may not adequately address market dynamics or ensure consistent farmer participation.
