NHRC urges police training to combat victim-shaming in assault cases

The National Human Rights Commission has called for urgent measures to address systemic victim-shaming practices within police departments across India, emphasizing the need for specialized training to transform investigative approaches in sexual assault cases.

The recommendation emerges from growing concerns that survivors of gender-based violence face compounded trauma when subjected to insensitive questioning, prejudicial attitudes, and social stigmatization by investigating officers. The NHRC has identified such practices as barriers to reporting and prosecution, ultimately undermining the pursuit of justice for victims.

The commission has proposed that police personnel at all levels undergo mandatory sensitisation programmes focusing on trauma-informed investigation techniques, gender sensitivity, and the psychological impact of sexual violence. These training modules would equip officers with practical skills to interact respectfully with survivors while maintaining investigative rigour.

The recommendations also extend to institutional reforms, including the development of standardized protocols for handling sexual assault cases and the establishment of accountability mechanisms for officers engaging in victim-shaming behaviour. The NHRC has emphasized that such measures are essential to rebuilding survivor trust in law enforcement institutions.

Experts note that victim-blaming attitudes among police personnel often reflect broader societal prejudices and inadequate professional training. The commission's intervention signals recognition that procedural justice and dignified treatment of survivors are integral to strengthening India's response to crimes against women.
