NIA issues proclamation against Happy Passia, eight others in Punjab grenade attack

The National Investigation Agency (NIA) has launched proclamation proceedings under Section 84 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) against nine individuals allegedly involved in a grenade attack at a police station in Punjab, according to sources familiar with the matter.

Among those named in the proceedings is Harpreet Singh, commonly known as Happy Passia, identified as a US-based gangster-terrorist. Also implicated is Shamsher Singh, alias Shera, reportedly based in Armenia. Seven additional individuals have been named alongside them in connection with the alleged attack.

The proclamation process is a legal mechanism employed when suspects fail to appear before investigative authorities or courts, requiring them to surrender within a specified timeframe. The step reflects ongoing NIA efforts to pursue individuals allegedly orchestrating cross-border criminal and terrorist activities targeting security installations in Punjab.

The development underscores the agency's focus on dismantling networks involved in attacks on law enforcement personnel and critical infrastructure. Investigations into such incidents typically involve international coordination given the transnational nature of the accused individuals' locations.
