No, there is no ‘shoot-to-kill’ order for Bato dela Rosa
A Facebook quote card pinning a ‘shoot-to-kill’ threat on a Philippine congressman drew more than 63,900 reactions. The lawmaker never said it, and the police say there is no such order; the real story is an ICC warrant and a manhunt.

More than sixty-three thousand reactions. That is how far one Facebook quote card had travelled by Tuesday, when the fact-checkers at Rappler caught up with it. Posted on 31 October by a page called “State News Online”, which has over 34,000 followers, it attributed a chilling line to Cagayan de Oro Representative Lordan Suan: “If Bato Dela Rosa fails to surrender by the deadline, I will convene a House committee hearing and file a shoot-to-kill resolution.” Rappler counted more than 63,900 reactions, 22,200 comments and 2,300 shares.

He never said it. On 2 November, Suan issued a categorical denial: “I categorically deny having made any statement warning that I would convene a House committee hearing or file a so-called ‘shoot-to-kill’ resolution.” He called the claims fabricated and baseless, and said he would uphold due process. Rappler rated the post false.

The police go further

The next day, the Philippine National Police moved to close the door completely. “There is no shoot-to-kill order,” PNP spokesman Colonel Allen Rae Co told a briefing at Camp Crame, urging the public to rely only on verified information from official sources.

PNP chief General Jose Melencio Nartatez Jr was blunter. “The PNP does not subscribe to a shoot-to-kill approach. Our mandate is to enforce the law, not to take the law into our own hands,” he said. “Every operation must be guided by due process, respect for human rights, and the rule of law.”

The quote card was not the only fake in circulation. Police say a photograph that went viral over the All Saints’ and All Souls’ Day break, purportedly showing the senator at a cemetery in Digos City, was taken three years ago. Co warned that people who deliberately spread false information to mislead authorities, obstruct the operation or overwhelm the police hotline could face criminal charges.

A real manhunt behind the fake

The fake travelled because the story underneath it is real. Senator Ronald “Bato” dela Rosa served as national police chief from 2016 to 2018 under former President Rodrigo Duterte and was the author of the police anti-drug campaign known as Oplan Double Barrel, part of a drug war that killed thousands. He now faces an International Criminal Court arrest warrant over crimes against humanity charges, and he has not been seen in public since he left the Senate premises in May.

The government has offered a P50-million reward for information leading to his arrest. A one-week ultimatum for him to surrender lapsed at the end of October, and the police have reorganised their tracker teams, with task groups in all 18 regions. Malacañang has turned up the pressure: “This is a challenge to the leadership of the DILG and to the leadership of the PNP and the entire police force of our country,” Palace press officer Claire Castro said.

Dela Rosa’s camp disputes the basis for the hunt. His lawyer, Israelito Torreon, has argued that no Interpol red notice has been confirmed and no Philippine court has issued a warrant, while Davao City Representative Paolo Duterte has demanded: “If there is a valid warrant, then show the warrant.” The Department of Justice says the ICC warrant is enforceable. Meanwhile, a lawyer for drug war victims, Kristina Conti, said the ICC could still hold a confirmation of charges hearing in his absence, as it did for Joseph Kony.

Our read

This is analysis. The fake works because the real story is already dramatic. A missing senator, a bounty and a palace leaning on the police make a kill order sound plausible. But a shoot-to-kill resolution would turn a lawful arrest into the very thing the drug war case is about: killing outside the law. The lawmaker named in the card and the police chief both rejected it within days.

The real story is a warrant, a bounty and a missing senator. Not a kill order. Before sharing the next quote card, check whether the person quoted, or the police, have said anything at all.
