TACLOBAN CITY — Catarman, the capital of Northern Samar, is grappling with an emerging water crisis as El Niño-driven dry conditions take hold across the province. Approximately 31 of the municipality's 55 barangays are already experiencing diminished water supply, raising concerns about potential shortages in coming weeks.

To address the immediate crisis, the Catarman Water District has initiated efforts to identify and develop supplementary water sources beyond existing supplies. The initiative comes as local government officials acknowledge the urgency of ensuring adequate water availability for residents and essential services.

Civic authorities have simultaneously launched a public appeal for water conservation, urging households and businesses to reduce consumption during the dry season. The dual approach—securing new supplies while promoting responsible usage—reflects the municipality's bid to manage the shortfall during what experts anticipate will be an extended period of below-normal rainfall.

El Niño typically brings drier conditions to the Philippines, particularly from the second half of the year through early 2024. Northern Samar and other eastern Visayas provinces are particularly vulnerable to water stress during the phenomenon, which can severely strain existing water infrastructure in areas dependent on rainfall-fed systems.
