MANILA — The National Unity Party (NUP) on Wednesday condemned the practice of punishing districts financially when their representatives break party ranks, describing it as a form of political retribution that ultimately damages local communities.
The party's statement comes amid recurring tensions over legislative discipline and the use of budget allocations as leverage to enforce party loyalty. The NUP argued that withholding funds from districts whose representatives express independent views places the burden on ordinary citizens and undermines local development priorities.
"The practice of punishing districts and communities for the opinions expressed by their representatives is counterproductive," the party said in a statement. Officials emphasized that while party unity has merit, using budgetary tools as coercive mechanisms against defiant lawmakers crosses an ethical line.
The appeal reflects growing concerns among some lawmakers about the broader implications of using fiscal measures to maintain party discipline in Congress. Critics contend that such practices subordinate public interest to partisan interests and deprive constituents of needed services and infrastructure based solely on their representative's political stance.
