Ombudsman files fresh graft charges against ex-lawmaker Co over phantom project
The Office of the Ombudsman has filed a second malversation case against former Ako Bicol party-list representative Zaldy Co before the Sandiganbayan, alleging misappropriation of ₱77 million earmarked for a non-existent flood control project in Balagtas, Bulacan.

The anti-graft court received the six-page case information on Friday, charging Co with one count of malversation in connection with the purported infrastructure initiative. The filing marks an escalation in the legal proceedings against the former lawmaker, who faces scrutiny over the handling of public funds.
According to the charges, the flood control project in Balagtas, Bulacan was never implemented despite the substantial allocation. The investigation revealed that the funds were diverted without corresponding work or deliverables, constituting a violation of public trust and regulations governing the use of government resources.
The Sandiganbayan will now review the case information to determine whether sufficient grounds exist to issue warrants and proceed with the formal charges. Co's legal team is expected to file a response to the allegations at the appropriate stage of the proceedings.
The case underscores ongoing efforts by the Ombudsman's office to hold public officials accountable for the misuse of government funds, particularly in infrastructure and development projects intended to benefit local communities.
