MANILA — The Ombudsman's office has opened preliminary proceedings against two high-ranking officials suspected of steering government construction contracts to preferred firms, according to Assistant Ombudsman Mico Clavano.

Governor Johnny Pimintel of Surigao del Sur and former Representative Aurelio Dong Gonzalez Jr. of Pampanga are being investigated for their alleged involvement with construction companies that secured Public Works and Highways Department projects while the officials held their respective positions.

Clavano announced the development on Tuesday, confirming that both officials are now subjects of the Ombudsman's fact-finding process. The preliminary investigation will determine whether sufficient grounds exist to proceed with formal charges before the office's adjudication board.

The probe centers on potential violations of anti-graft laws and regulations governing the award of government contracts. Officials have not yet issued public statements regarding the allegations.

The Ombudsman's preliminary investigation phase typically involves gathering evidence and documents to establish whether there is probable cause for administrative or criminal prosecution. The process may take several weeks or months depending on the complexity of the case and the responsiveness of involved parties.
