The Office of the Ombudsman has initiated preliminary investigation proceedings against Surigao del Sur Governor Johnny Pimentel and former Pampanga Representative Aurelio Dong Gonzales Jr., according to Assistant Ombudsman Mico Clavano on Tuesday.
