MANILA — Ombudsman Jesus Crispin Remulla announced Monday that he will direct the anti-graft agency to create a specialized study group aimed at identifying those responsible for circumventing budget provisions in recent years.
Remulla's statement comes after the Supreme Court struck down specific provisions contained in the national budgets for 2024 and 2025, deeming them unconstitutional. The ruling has prompted renewed scrutiny into how government funds were allocated and utilized during the period covered by the contested budget measures.
The planned investigation represents the Ombudsman's commitment to holding accountable individuals who may have exploited procedural loopholes or constitutional ambiguities in the budget legislation. Officials involved in the budget's formulation and implementation could face potential charges depending on the findings of the inquiry.
The Supreme Court's decision underscores ongoing concerns about fiscal governance and the need for stricter oversight of how the government manages public resources. The Ombudsman's initiative is expected to complement the high court's action by examining the conduct of officials who may have benefited from or facilitated the use of the unconstitutional provisions.
