One in eight Filipino households struggle with multiple deprivations beyond income

MANILA — The Philippine Statistics Authority introduced a comprehensive new poverty measurement framework on Tuesday, exposing vulnerabilities that traditional income-based assessments often miss. The inaugural Multidimensional Poverty Index identifies 12.4 percent of Filipino households as multidimensionally poor, indicating they lack adequate access to essential services and opportunities.

Under this expanded definition, poverty encompasses deprivations in five critical dimensions: education, health, housing quality, sanitation facilities, and employment stability. The metric goes beyond measuring household income to capture the complex ways poverty manifests in daily life, affecting families' ability to meet fundamental needs and access basic services.

The PSA's new index reflects a growing international consensus that poverty cannot be adequately understood through economic metrics alone. Households classified as multidimensionally poor often experience simultaneous shortfalls across multiple areas, compounding the challenges families face in breaking cycles of deprivation. The findings suggest targeted interventions addressing specific deprivation areas could yield greater impact than generalized income-support programs.

The introduction of the Multidimensional Poverty Index provides policymakers with more granular data to design programs addressing the varied needs of vulnerable populations. By identifying specific deprivation patterns, the measure enables more strategic resource allocation and monitoring of progress toward poverty reduction goals across distinct dimensions of human development.
