Only 9 Indian districts grapple with double-digit unemployment in 2025

Unemployment levels across India's administrative districts show relatively contained figures, according to latest datanomics compiled for 2025. Of the nation's 584 districts, only nine—representing roughly 1.5 per cent—reported unemployment rates in double digits, suggesting that joblessness remains a localised rather than systemic challenge across most of the country.

Papum Pare district in Andhra Pradesh recorded the highest unemployment rate at 16.1 per cent, marking it as a significant outlier in the national landscape. The concentration of elevated joblessness in a handful of districts points to region-specific economic pressures or structural employment challenges that warrant closer examination.

Notably, a distinct cluster of districts registered unemployment rates at precisely 3.1 per cent, accounting for 1.5 per cent of all districts surveyed. This clustering at a specific rate suggests either measurement methodology factors or a genuine convergence of labour market conditions in those areas.

The data underscores regional disparities in employment conditions across India, with the overwhelming majority of districts maintaining unemployment rates below double digits. Policymakers may focus efforts on the identified high-unemployment pockets to understand underlying causes and develop targeted interventions.
