MANILA — Vince Dizon, the outgoing Public Works and Highways Secretary, passed on a substantial file of documentation to his successor Giovanni "Banoy" Lopez on Tuesday, identifying Department of Public Works and Highways personnel allegedly involved in corrupt practices and irregularities.
Dizon characterized the remaining cases as essential to removing what he described as "rotten apples" from the agency. The handover underscores the continuation of anti-corruption operations within the DPWH, which has faced repeated scrutiny over project implementation and contract irregularities.
The transfer of cases signals a commitment by the incoming administration to maintain momentum in addressing institutional corruption within the department. Lopez, who assumes leadership of the DPWH, will inherit the investigative files as part of his mandate to restore public confidence in the agency's operations.
The initiative reflects broader government efforts to address graft and misconduct in public infrastructure agencies, where billions of pesos are allocated annually for construction and maintenance projects across the country.
