The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) warned of heavy to intense rains expected to sweep across Metro Manila and 11 other areas in Luzon on Thursday afternoon, September 17, stemming from isolated thunderstorms in the region.
The advisory, issued at 2:30 p.m., indicated that affected areas should prepare for inclement weather conditions, with residents urged to exercise caution in flood-prone localities and areas near riverbanks.
Localized thunderstorms develop when atmospheric conditions favor rapid cloud formation and convection, typically occurring during afternoon hours when surface heating is at its peak. Such systems can produce significant rainfall within short periods, posing potential flood risks in vulnerable communities.
