Palace orders flexible work arrangements across NCR, 17 provinces

Malacañang issued Memorandum Circular No. 131 on Wednesday, instructing government agencies to implement flexible work schedules across Metro Manila and 17 provinces on Thursday due to persistent rainfall from the southwest monsoon season, locally known as habagat.
The coverage area includes the National Capital Region alongside provinces such as Abra, Benguet, and Ilocos, among others. The alternative work arrangements allow employees to work from home or adjust their schedules to minimize travel during hazardous weather conditions.
The directive reflects ongoing concerns about monsoon-related flooding and landslides that regularly affect parts of Luzon during this season. By permitting flexible arrangements rather than suspending work entirely, the government seeks to maintain essential services while protecting workers from weather-related risks.
State offices affected by the memorandum are expected to ensure continuity of critical functions while allowing personnel the flexibility to adjust their presence in physical workplaces. The arrangement is temporary and specific to August 20, subject to any extensions depending on weather conditions.
