Paluan declares state of calamity as monsoon flooding ravages Mindoro town

The Sangguniang Bayan of Paluan unanimously approved Resolution No. 2026-08-07 during a regular session held on August 24, formally declaring the municipality under a state of calamity. The declaration comes after prolonged heavy rains from the southwest monsoon brought widespread flooding across the coastal town.
The calamity declaration enables local government officials to access emergency funds and streamline procurement procedures for relief operations and recovery efforts. Such designations are typically used to expedite the distribution of aid and mobilize resources to affected communities more rapidly than standard processes would allow.
The southwest monsoon, known locally as the habagat season, typically brings significant rainfall to western-facing areas of the Philippines during the summer months. Paluan, located on the western coast of Mindoro, is particularly vulnerable to the seasonal weather system, which regularly causes flooding and landslides in low-lying and mountainous communities.
