A regional development panel has firmly opposed any attempt to include districts outside the Kalyana Karnataka zone under Article 371(J), the special constitutional provision enacted for the economically backward region's development.
Lakshman Dasti, a key voice in the committee, cautioned that attempts to extend the provision beyond its designated boundaries could trigger widespread agitation. The Article 371(J) framework was specifically crafted to address the developmental disparities in the northern districts of Karnataka and was not intended for application elsewhere, committee members argued.
The Kalyana Karnataka region, comprising districts like Bidar, Kalaburagi, Raichur, and Yadgir, has historically remained economically disadvantaged compared to other parts of the state. Article 371(J) provides special incentives for industrial development, employment preferences, and educational benefits to residents of these districts.
The committee's stance reflects growing concerns that diluting the scope of the provision could undermine its core objective of targeted regional development. Officials emphasized that the special status was a carefully calibrated measure meant to address specific geographical and developmental challenges unique to Kalyana Karnataka.
The matter comes as various districts periodically seek inclusion under such special provisions, citing their own developmental needs and economic conditions.
