Panic-buying water drums? The fake video and the real Super El Niño
An AI-generated video of Filipinos fighting over water drums drew 20 million views after President Marcos told people to buy buckets. The clip is fake. The drought threat facing Southeast Asia is not.

Twenty million views. That is how many times a Facebook video showing hundreds of Filipinos storming a warehouse, arguing and pushing each other over large plastic water drums, had been watched by the time Rappler's fact-checkers examined it. The caption called it panic buying. It is fake.

Rappler, which rated the claim false on 20 October, said the AI detection tool SightEngine flagged screenshots of the video as 99 percent likely to be AI-generated, and Hive Detect marked multiple parts of it as 81 percent AI-generated. There are no reports from credible sources of the scene ever taking place. Yet the clip landed on real anxiety, and that is the part of the story worth understanding.

Where the bucket line came from

The video rode on a remark President Ferdinand Marcos Jr. made in a Kapihan interview with reporters in Singapore on 11 October. "Bumili na kayo ng balde para 'pag umulan, makolekta na ninyo lahat," he said, which the Inquirer translated as: "Buy buckets now so that when it rains, you can collect all the rainwater." He added that the government would teach households how to filter and treat the water so that it is safe, even for young children.

The line quickly became a meme, fuelling satirical videos about plastic buckets and angry posts accusing the government of leaving families to fend for themselves. On 13 October, Palace Press Officer Claire Castro told reporters: "This is no joke," insisting the President was taking the threat seriously. The social welfare department later said it would distribute water filtration kits to communities vulnerable to El Niño.

Away from the jokes, demand is real. Rappler reported that stores in Manila's Divisoria market have been buying in more buckets and drums, while vendors say supplies remain available and the government has urged people not to panic-buy. Metro Manila police have said they are watching for traders taking advantage of demand for water containers and pails.

What the forecasters actually say

"Super El Niño" is the headline phrase, but the agencies use different words. In its 8 October update, the US National Oceanic and Atmospheric Administration said El Niño continues to strengthen, with a "strong-to-very strong" event likely through early 2027. It put the chance of a historic event, one exceeding the strength of every El Niño on record since 1950, at 83 percent for October to December. That is a forecast, not a certainty, and NOAA itself notes that the impacts are more likely, though not guaranteed.

The Philippine weather bureau, PAGASA, said on 7 October that a "strong to very strong" El Niño is present, may peak before the end of 2026 and is forecast to continue until the first half of 2027.

And this is not only a Philippine story. The ASEAN Specialised Meteorological Centre expects a high chance of below-normal rainfall from October to December over much of maritime Southeast Asia and parts of the eastern mainland. In Vietnam, agriculture officials say about 85,800 hectares of winter-spring rice in the Mekong Delta are at risk from drought and saltwater intrusion. In Indonesia, fires intensified by El Niño have already shrouded neighbouring Malaysia and Singapore in haze.

The real test is not buckets

In Manila, the response goes beyond rainwater. Marcos said he had told officials to arrange rice imports now, so that supply is secure if a dry spell hits the next cropping season. "You know that as much as possible, I don't want to import," he said, as translated by the Inquirer. "But I told them to import already so we can be sure we have enough supply."

Our read: the viral clip is fake, but the drought risk behind it is not. Laughing at buckets is easy, and anger over how the advice was delivered is understandable. The real test for Southeast Asia is whether dams, rice stocks and farm plans are ready before the dry season bites. A fabricated panic should not distract from the preparation the region genuinely needs.
