Parliamentary Speaker Dismisses MP Perera's Privilege Complaint

Speaker Dr. Jagath Wickramaratne has rejected a privilege complaint submitted by Kalutara District MP Ajith P. Perera, determining that the matter does not meet the threshold for establishing a prima facie breach of parliamentary privilege.

Perera had lodged a formal notice of privilege on October 02, alleging that his parliamentary privileges had been violated. The Speaker's office reviewed the submission and conducted the standard preliminary assessment required under parliamentary procedure.

The ruling represents a procedural outcome in parliamentary privilege proceedings, where complaints must first clear a threshold test before advancing to full parliamentary consideration. Such dismissals at the prima facie stage indicate the Speaker found insufficient evidence to warrant further parliamentary inquiry into the alleged breach.

Parliamentary privilege complaints are a formal mechanism available to members to address alleged breaches of their rights and immunities as legislators. The Speaker's role includes evaluating whether submitted complaints contain sufficient grounds to proceed with parliamentary investigation.

The decision closes the formal phase of Perera's complaint, though members retain other parliamentary avenues for raising constituency or procedural concerns.
