Petrol Pumps Threaten UPI Payment Curbs Over New Transaction Fees
Fuel retailers across India are warning they may restrict UPI payments above Rs 2,000 from mid-October, citing concerns over a proposed 0.4% merchant discount rate on digital transactions. The industry is demanding complete exemption from the new fee structure.

Petrol pump dealers have escalated their dispute with regulators over the introduction of merchant discount rates on UPI fuel transactions, signaling potential disruption to digital payment services at filling stations nationwide. The dealers have indicated they may cease accepting UPI payments exceeding Rs 2,000 starting October 15, unless the proposed 0.4% fee is withdrawn entirely.
The All India Petroleum Dealers Association and related industry bodies argue that the additional cost burden would make fuel retailing economically unviable at current margins. Petrol pump operators contend they already operate on thin profit margins and cannot absorb additional transaction charges without compromising service quality or passing costs to consumers.
The warning represents a significant challenge to India's digital payments push, as UPI has become an increasingly popular method for fuel purchases across urban and semi-urban areas. The restriction would force customers to rely on cash or card payments, potentially slowing transaction speeds at pumps during peak hours.
Regulatory authorities have not yet responded to the dealers' ultimatum. The standoff highlights ongoing tensions between the government's digital economy objectives and the operational concerns of retail sector stakeholders. Industry observers suggest that a resolution may require negotiations between the National Payments Corporation of India, fuel retailers, and policy makers to find a mutually acceptable fee framework.
