Pharma sector seeks export clarity on CDSCO solvent approval rules
Indian pharmaceutical manufacturers are pressing regulators for clarification on whether new batch-wise solvent clearance requirements apply to exported medicines, citing concerns over potential supply disruptions.

The pharmaceutical industry has raised concerns about the Central Drugs Standard Control Organisation's (CDSCO) recently implemented solvent approval guidelines, seeking explicit guidance on their applicability to pharmaceutical exports. Industry representatives warned that ambiguity around the rules could delay approvals and disrupt medicine supplies, particularly affecting distribution networks in underserved rural markets.
The CDSCO introduced stricter batch-wise clearance procedures for solvents used in pharmaceutical manufacturing to ensure product quality and safety standards. However, manufacturers remain uncertain whether these requirements extend to drugs destined for international markets or apply only to domestic formulations, creating potential bottlenecks in the approval pipeline.
Pharmaceutical executives have flagged that extended approval timelines could strain supply chains at a critical juncture, as the industry continues to expand its export footprint across Asia and beyond. Companies have urged the CDSCO to issue definitive guidelines clarifying the scope and implementation timeline for the solvent clearance mandate.
The regulator has not yet issued a formal statement addressing the industry's concerns. Meanwhile, manufacturers are preparing contingency plans and engaging with CDSCO officials to seek clarity before the rules are fully operationalised across production facilities.
