MANILA — The Philippine Health Insurance Corp. (PhilHealth) has established a coordination framework with private health insurers and health maintenance organizations to better align their respective coverage offerings under the Yaman ng Kalusugan Program (Yakap) HMO/PHI Benefit Complementation initiative.
The partnership positions PhilHealth as the primary insurer while private health plans serve complementary roles, creating a more integrated healthcare financing system. By reducing duplication and identifying coverage gaps, the arrangement aims to enhance financial protection for Filipinos enrolled in both public and private insurance schemes.
The coordination agreement represents a significant shift in how the state health insurer and private sector health providers approach benefit delivery. Rather than operating in silos, the entities will work together to ensure beneficiaries receive comprehensive coverage without unnecessary barriers or confusion regarding which plan covers specific healthcare services.
The Yakap program underscores the government's commitment to strengthening the nation's universal health coverage framework through public-private collaboration. By harmonizing benefits across multiple insurance platforms, policymakers hope to improve healthcare access and reduce out-of-pocket expenses for ordinary Filipinos.
