Remulla's statement came after initial concerns about how the shooter managed to access the secure campus in Pagadian City, Zamboanga del Sur. According to Remulla, the gunman gained entry through an emergency exit rather than breaching primary security measures, effectively ruling out any institutional lapses in the school's safety protocols.
