MANILA — House Speaker Faustino "Bojie" G. Dy III has endorsed the ratification of the bicameral conference committee report on legislation creating the Presidential Merit College Scholarship Programs (PMSPs), marking a significant step toward expanding educational opportunities for disadvantaged youth.

The bill seeks to provide sustained educational assistance to deserving students, covering not only tuition fees but also other expenses necessary for their college and technical education. The comprehensive approach reflects efforts to remove financial barriers that prevent capable students from pursuing higher learning.

Dy emphasized the importance of supporting talented youth who possess the capability and determination to succeed but lack adequate financial resources. The scholarship program is designed to identify and nurture promising students whose potential might otherwise remain unrealized due to economic constraints.

The ratification of the conference committee report represents progress in the legislative process, with the measure now moving toward final enactment. Officials expect the program to benefit a significant number of students across the Philippines who demonstrate academic merit and financial need.

The PMSP framework aims to address the country's skills gap while promoting social mobility and equal access to quality education regardless of socioeconomic background.
