Philippines conducts census in areas affected by Pax Silica industrial hub

MANILA — The government has initiated a census update covering communities in Capas, Tarlac, as it moves to establish baseline data for residents potentially affected by the Pax Silica industrial development project in New Clark City.

The Bases Conversion and Development Authority, which oversees the initiative, is undertaking the census to determine appropriate assistance programs and safeguards for impacted populations. The Pax Silica hub represents a major component of the Philippines' broader industrialization strategy focused on semiconductor manufacturing and related industries.

New Clark City, located in Tarlac province, has been designated as a special economic and freeport zone to attract technology and manufacturing investments. The proposed industrial zone is expected to generate employment opportunities while potentially displacing or affecting nearby residential communities.

Government officials indicated that the census data will inform policy decisions regarding relocation assistance, livelihood programs, and environmental protections for affected residents. The update represents a preliminary step in the comprehensive planning process for the Pax Silica development, which forms part of the Philippines' infrastructure modernization efforts aimed at positioning the country as a regional manufacturing hub.
