Philippines Congress to Assess MMDA, LGU Readiness for Traffic Enforcement Policy

MANILA — Two congressional panels will undertake a comprehensive review of the Metropolitan Manila Development Authority's (MMDA) operational capabilities and local government units' preparedness ahead of reimplementing the contentious No Contact Apprehension Policy (NCAP).

The assessment comes after a temporary restraining order preventing the policy's enforcement was recently lifted. Party-list Representative Ramon Rodrigo Gutierrez announced the move on Monday, signaling legislative oversight of the enforcement mechanism's rollout.

The NCAP, which allows traffic enforcers to issue citations based on photographic or video evidence without direct apprehension, has been subject to legal challenges regarding its implementation protocols and municipal coordination. Congressional scrutiny will focus on whether the MMDA and participating local government units have established adequate administrative systems, trained personnel, and inter-agency mechanisms necessary for smooth policy execution.

The policy's reimplementation hinges on confirming that both national and local authorities possess sufficient infrastructure and procedural clarity to enforce the system fairly and effectively across Metropolitan Manila's sprawling jurisdiction.
